Advantage:Quebec City has rich and arable soil which is great for agriculture which leads to more jobs. Quebec City also has many forests that leads to forestry which also provides more jobs.Forestry and agriculture can lead to more jobs which can help the city's economy and help it grow. Quebec City is also really huge so you can build many buildings and one of the things they're known for is their architecture .
Disadvantage:The city is mainly flat except up north with the mountains are at so if you prefer something like hiking Quebec City may not be your choice of place to live at.
